On November 17th I saw 4 kids sitting on the steps of homes on S street between 20 and 19th. Its a darker section of the street and it did not look like anyone was at the homes. The kids were teenagers, looked suspicious and gave my brother and I a quick look over, and said "What Up". I noticed one of the teens had a loose brick sitting between his feet. Nothing happened, but I remember thinking the whole situation was very suspicious. Perhaps the kids were just innocently sitting on a stoop at 1130pm.
