My apartment is ground level with a windows looking onto one of the back alleys on 17th St. near Kalorama. Last Sunday at 10am a 30-something African American male cupped his hands to his face up against my my kitchen window, saw me inside, and commenced to jerk off at me while pressed up against the window muttering random sex talk. He finished up and left by the time I had placed a call to the police. No follow up happened as far as I know. It was particularly disturbing as his body language suggested he had been peering into each window on the ground floor of my building looking for someone to witness his demonstration.
